Does Surface Book 2 has thermal throttling or not?

As you might notice the new Surface Book 2 13.5″ comes with no fan at all for the tablet section (clipboard). Does the passive cooling on Surface Book 2 can help much on thermal throttling? A guy from cbutters Tech has done a great job to test the throttling on Surface Book 2 13.5″.
